SPECIAL PURPOSE TEA FUND is a Scheme of the Ministry of Commerce and Industry, Government of India for extending financial support to the needy tea estates for undertaking replanting, replacement planting and rejuvenation of old aged tea bushes to arrest the trend of declining quality and productivity , increase in the cost of production, decline in the export potential of the Tea Industry arising from ageing of tea bushes.


The scheme aims at covering 2.12 lakh hectares of old tea area(above 50 years of age) over a period of 15 years commencing from 2007. To begin with under the Phase-I of the programme, a total area of 32,560 hectares for replanting and 8,432 hectares for rejuvenation will be taken up for implementation during the 11th plan period(2007-12).

Government's contribution towards the programme during the period is Rs. 291 crores comprising Rs. 200 crores as subsidy and Rs. 91 crores as default reserve fund. The estimated project expenditure for the 11th plan period is Rs. 800 crores. The continuation of the scheme in the 12th plan period and thereafter will be considered after evaluation of the impact of the scheme durning Phase I.

75% of the assessed unit cost of replanting/replacement planting/rejuvenation pruning and consolidation would be provided to tea gardens by way of term loan (50%) and subsidy (25%). The borrowers are required to bear the balance 25% of the cost.
